<p>For the 12th year, Narendra Modi and Amit Shah take the top two slots in RMA News list, with nine of the top 10 the same as in 2025.</p>



<p>The world order may have been upended, battered by another war. But it is hard to tell this looking at the list of India’s most powerful. For the 12th year, <a href="https://en.wikipedia.org/wiki/Narendra_Modi" target="_blank" rel="noreferrer noopener">Narendra Modi</a> and <a href="https://en.wikipedia.org/wiki/Amit_Shah" target="_blank" rel="noreferrer noopener">Amit Shah</a> take the top two slots in The <a href="https://www.rmanews.in/">RMA News</a> list, with nine of the top 10 the same as in 2025.</p>



<p>That’s a testament to how power equations remain largely unchanged even ahead of another round of Assembly elections. The list also tells the story of the Opposition’s failure to check the BJP, even as the latter pushes into new territory. <a href="https://en.wikipedia.org/wiki/Rahul_Gandhi" target="_blank" rel="noreferrer noopener">Rahul Gandhi</a> and <a href="https://en.wikipedia.org/wiki/Mamata_Banerjee" target="_blank" rel="noreferrer noopener">Mamata Banerjee</a> are the only two non-NDA leaders who make the top 20. If the Congress leader’s efforts mean he has just about kept his No. 9 slot, the Trinamool Congress chief continues to stay one step ahead of the indefatigable BJP.</p>



<p>Chief Election Commissioner Gyanesh Kumar has been a collateral — and not unwilling — beneficiary of this high-stakes political fight, vaulting to No. 20. In 2024, his counterpart was at a much more modest No. 63. The other new entrants in the list, who rank as close, are here by virtue of the posts they now occupy — Chief Justice Surya Kant (No. 17), and BJP chief Nitin Nabin (No. 21).</p>



<p>US President&nbsp;<a href="https://en.wikipedia.org/wiki/Donald_Trump" target="_blank" rel="noreferrer noopener">Donald Trump</a>’s volatility (to put it mildly) means Commerce, Finance and External Affairs Ministries have to be constantly on their toes and, hence, Piyush Goyal (No. 5 from No. 12) joins Nirmala Sitharaman and S Jaishankar in the top 10. Not surprisingly, NSA Ajit Doval, the government’s eyes and ears on all things security, climbs too, to No. 29.</p>



<p>With six years plus and counting as Principal Secretary to the PM, PK Mishra continues to be one of Modi’s most trusted (the PM rushed him to&nbsp;Ahmedabad&nbsp;after the Air India plane crash in June 2025) aides, and surges by 46 spots to No. 32. Congress leader <a href="https://en.wikipedia.org/wiki/Priyanka_Gandhi">Priyanka Gandhi</a> sees the same rise, to No. 35, as she takes on a more hands-on role in the party, with Assam to be her litmus test after UP.</p>



<p>One person watching the Congress performance closely would be AIMIM chief&nbsp;<a href="https://en.wikipedia.org/wiki/Asaduddin_Owaisi" target="_blank" rel="noreferrer noopener">Asaduddin Ow</a><a href="https://indianexpress.com/about/asaduddin-owaisi/">aisi</a>, who is at No. 55 now, up by 34, as he climbs into the space vacated by the Opposition on minority issues.</p>



<p>In a BJP where power flows from the top, only a rare party CM such as&nbsp;<a href="https://en.wikipedia.org/wiki/Yogi_Adityanath" target="_blank" rel="noreferrer noopener">Yogi Adityanath</a>,&nbsp;<a href="https://en.wikipedia.org/wiki/Devendra_Fadnavis" target="_blank" rel="noreferrer noopener">Devendra Fadnav</a><a href="https://indianexpress.com/about/devendra-fadnavis/">is</a>&nbsp;and&nbsp;<a href="https://en.wikipedia.org/wiki/Himanta_Biswa_Sarma" target="_blank" rel="noreferrer noopener">Himanta Biswa Sarma</a>&nbsp;figures at the top; Opposition leaders fill more rungs on this count. But the CM with the biggest fall is&nbsp;<a href="https://en.wikipedia.org/wiki/Nitish_Kumar" target="_blank" rel="noreferrer noopener">Nitish Kumar</a>; down 63 ranks to No. 84, after a farewell to Bihar. Nitish called it his own decision. However, surely the Hero No. 1 of Bihar, who had a glorious poll victory just months earlier, would have wished for a better ending.</p>



<p>Talking about heroes and endings, the two new entrants from Bollywood in the list are <a href="https://en.wikipedia.org/wiki/Aditya_Dhar">Aditya Dhar</a> and <a href="https://en.wikipedia.org/wiki/Arijit_Singh">Arijit Singh</a> — Dhar for announcing his arrival as a dhurandhar of “patriotism” packaged slickly; Arijit for “exiting” while the music still sang.</p>

<p><strong>LUCKNOW:</strong> Jails in Uttar Pradesh will now be known as `reform homes` after Chief Minister Yogi Adityanath directed officials to prepare a new Prisons Act. The Jail Act 1894 and the Prisoners Act 1900 were in effect since the pre-independence days but many of their provisions were not compatible with the changing environment and reformative ideology of prisoners` rehabilitation, he said.</p>



<p>CM Yogi Adityanath also asked officials to prepare a proposal to set up open jails in the state as part of prison reforms. High-security barracks will be made for hardened criminals and terrorists, Yogi added. Technology should be used to bring transparency in the working of the prison administration, he said.</p>



<p>&#8220;The purpose of the Jail Act 1894 is to keep the criminals in custody in a disciplined manner, but we have to focus on reformation and rehabilitation. In such a situation, keeping the future in view, we need to implement new Act,&#8221; the Chief Minister said.</p>



<p>The state cabinet recently approved a new jail manual. Over 4,200 CCTV cameras are installed in the jails, he said. Drone cameras should be integrated with the video wall and monitored. The Chief Minister added that the Model Prison Act 2023 has recently been prepared by the government of India.</p>



<p>&#8220;This Model Act is very useful in keeping reformation and rehabilitation of prisoners in view,&#8221; he added. &#8220;Establishment of an `open jail` can prove to be beneficial. Currently, there is a semi-open jail operational in Lucknow, formal proposal for the establishment of an open jail is underway,&#8221; he said.</p>



<p>&#8220;We have to set up prisons as `reform homes`. Every necessary step should be taken for this purpose. Arrangements like security assessment of prisoners, grievance redressal, Prison Development Board, change in behaviour towards prisoners and provision of separate accommodation for women prisoners and transgenders should be implemented.&#8221;</p>



<p>Yogi has directed jail officials to enforce the provisions of harshest punishment for the use of banned items like mobile phones in prisons.</p>

<p>He thanked the former DM of his district, DK Singh, for initiating the process of the Ganga Aarti Programme  in 2019. He believes that such initiatives made it possible for youths like him to connect with Sanatan Dharma.</p>



<p>He also wore the traditional attire during the Ganga aarti at Ghat that kept his mind focused and calm. “Ganga Maiya has chosen me to serve the people,” he said.</p>



<h2 class="wp-block-heading">Yogi Adityanath Office Praises Vibhu</h2>

<p>The Uttar Pradesh government on Friday announced that it has decided to cancel the pending challans on vehicles from the year 2017 to 2021. The cancellation of challans will be applied regardless of the vehicle type for the owners in Uttar Pradesh.</p>



<p>&#8220;The cancellation applies to all challans issued between January 1, 2017, and December 31, 2021, regardless of the vehicle type. This includes cases that are currently pending in various courts,&#8221; the official statement said. In this regard, Transport Commissioner Chandra Bhushan Singh has instructed all divisional transport officers to withdraw these challans from the portal once they receive the court&#8217;s list of abated cases.</p>



<p>Transport Commissioner Singh said, &#8220;This cancellation of old pending challans is in accordance with Uttar Pradesh Ordinance No. 2 of June 2023. This move paves the way for the waiver of crores of challans across Uttar Pradesh.&#8221;</p>



<p>&#8220;Following the cancellation of old pending challans, the drivers should not panic after this period. They can fill online traffic challans while sitting at home. Detailed information can be obtained by visiting the official website of UP Traffic Police, and for this, only the vehicle number is required,&#8221; he added. He also mentioned that drivers can file a complaint if they believe that a wrong challan has been issued to them.</p>



<p>&#8220;Moreover, if drivers believe that a wrong challan has been issued, they can also file a complaint directly on the website. A mobile notification is also sent when a vehicle&#8217;s challan is deducted, ensuring prompt communication,&#8221; he said.</p>

<p><strong>Lucknow:</strong> The Yogi Adityanath government will set up a PM Mitra Mega Textile Park on 1,000 acres in Malihabad tehsil in Lucknow.</p>



<p>The project will bring investment of Rs 10,000 crore and employment to around one lakh youth.</p>



<p>According to the state government spokesman, the project will come up in Attari village, in Malihabad tehsil, on the outskirts of the state capital.</p>



<p>Attari village has been selected keeping in view the connectivity of park with the rest of the city. The park will have industrial plots and industrial sheds.</p>



<p>The project site is located 20 km away from NH-20 and SH-20, both of which are four-lane roads connecting Lucknow to Sitapur and Hardoi, respectively.</p>



<p>The park will be developed on a public-private partnership (PPP) model. Under this plan, infrastructure worth Rs 500 crore will be constructed.</p>



<p>A provision of Rs 300 crore has been made for manufacturing units based on a first-come, first-served basis.</p>



<p>Common infrastructure at the park includes road network, 24/7 power supply, water supply, warehouses, zero liquid discharge effluent treatment plant, training and skill development facilities, administrative building with product display facility and exhibition centre with testing laboratory.</p>



<p>Other highlights of the park will be workers&#8217; hostels, housing zones, medical facilities, commercial and recreational facilities, open spaces and parks and security arrangements.</p>

<p><strong>NEW DELHI:&nbsp;</strong>Uttar Pradesh Chief Minister Yogi Adityanath on Friday attended the special screening of the Sudipto Sen-directed controversial film &#8221;The Kerala Story&#8221; in the state’s capital Lucknow. Chief Minister Yogi Adityanath attended the special screening of the film at Lok Bhavan Auditorium at 11.30 am.</p>



<p>A tweet from CM Yogi’s official Twitter handle confirmed that the chief minister and his cabinet members watched the controversial movie at the Lok Bhavan.</p>



<p>The UP Chief Minister was seen wearing a traditional saffron robe during the special screening of the Adah Sharma starrer which has faced strong protests and criticism ever since the first official trailer of the film was released. CM Yogi Adityanath had earlier met the makers and cast of The Kerala Story in Lucknow. The Chief Minister met and interacted with lad actress Adah Sharma, director Sudipto Sen and the producer and creative head Vipul Amrutlal Shah.</p>



<p>The controversial film which focuses on the alleged radicalisation and conversion of young Hindu women to Islam in Kerala, before inducting them into the global terror outfit Islamic State (IS), is hit the theatres on May 5.</p>



<h2 class="wp-block-heading"><strong>The Kerala Story Tax-Free In UP, MP &amp; Haryana</strong></h2>



<p>The Uttar Pradesh government had on Tuesday declared that &#8216;The Kerala Story&#8217; will be made tax-free in the state. The Uttar Pradesh CM took to Twitter to make this announcement. Prior to the UP government, Madhya Pradesh Chief Minister Shivraj Singh Chouhan too shared a video on his official Twitter handle, declaring that The Kerala Story will now be tax-free in Madhya Pradesh.&nbsp;</p>



<p>The Madhya Pradesh CM, while making an announcement on the movie, said, &#8220;The Kerala Story makes people aware of love-jihad, terrorism, and religion. The movie also throws light on how the girls are trapped in the name of religion and the aftermath of it.&#8221;</p>



<p>The ML Khattar government in Haryana has also made The Kerala Story tax-free. The CM of the state tweeted, &#8220;The Kerala Story has been made tax-free in Haryana.&#8221;</p>



<h2 class="wp-block-heading">SC, HC Refuse To Stay Film&#8217;s Release</h2>



<p>Earlier, the Supreme Court and the Kerala High Court refused to stay the film&#8217;s release and petitions challenging the CBFC certification granted to the movie. The top court observed that the producers have invested money in the film and actors have dedicated their labour, and it is for the “market to decide” if the movie is not up to the mark.</p>



<p>The plea seeking a stay on its release was first mentioned on May 2. The apex court refused to entertain the plea which said it is a &#8220;worst kind of hate speech” and an ‘audio-visual propaganda.’On May 3, the matter was again mentioned for urgent listing but the apex court declined to entertain it and asked the petitioners, including &#8216;Jamiat Ulama-I-Hind&#8217;, to move the high court.</p>



<p>The bench said the Central Board of Film Certification has already certified the film. &#8220;Look at it from the perspective of the film producer. How many times does he face challenges? At the end, somebody has invested money and the actors who have acted in the film have dedicated their labour. We must be very careful about staying exhibition of films. The market will decide if it is not up to the mark,&#8221; the bench, also comprising Justices PS Narasimha and JB Pardiwala said.</p>



<p>A public interest litigation (PIL) was also moved in the Kerala High Court against certain statements in the teaser and trailer of the film. It sought the quashing of the CBFC certificate for public display given to the movie by the censor board.</p>



<p>The petitioner in the PIL before the high court has urged the court to direct the movie&#8217;s director Sudipto Sen, its producer Vipul Amrutlal Shah and the production company Sunshine Pictures to redact or remove, prior to the film&#8217;s release, certain statements, particularly the ones that say the film was inspired by true stories and that 32,000 women from Kerala were converted to Islam and had joined the Islamic State (IS).</p>
