Police in Bhadohi district on Monday attached the assets of Seema Beg, wife of jailed Samajwadi Party MLA Zahid Beg, who is an accused in a case of abetment of suicide of a domestic help, child labour and child trafficking, officials said.

Seema and the couple’s son are also accused in the case.

The police had earlier moved the court seeking direction for the attachment of Seema Beg’s assets after she failed to respond to multiple notices and remained untraceable.

“Following the court’s order, we attached the movable assets at Seema Beg’s three-storey house in Bhadohi on Monday,” said Additional Superintendent of Police Tejveer Singh.

MLA Zahid Beg, who represents Bhadohi Sadar seat, and his son are currently in jail in connection with the girl’s death.

A case was filed against the MLA, his wife and son under Sections 143(4) (trafficking of child) and 143(5) (trafficking of more than one child) of the Bharatiya Nyaya Sanhita. Provisions of Juvenile Justice (Care and Protection of Children) Act and Bonded Labour System (Abolition) Act were also invoked.

Again, in January, stones were pelted at the Vande Bharat train in Visakhapatnam during maintenance. The glass pane of a coach was damaged near Kancharapalem in Visakhapatnam. According to Divisional Railway Manager (DRM), Anup Kumar Sethupati said, “Some unknown persons pelted stones at Vande Bharat train as it reached Visakhapatnam for maintenance and train run.”

Earlier, on March 12, an incident of stone pelting on Vande Bharat Express train was reported from West Bengal in which window panes of a coach of the high-speed train were damaged, Eastern Railway said in a statement. The incident was reported near Farrakka in the Murshidabad district of West Bengal.

In January 2023, the Railway Protection Force (RPF) informed that two window panes of the Vande Bharat Express train were left damaged after stones were allegedly pelted at the two coaches near the Phansidewa area of the Darjeeling district. 

This was the second time in the same month that window panes of the Vande Bharat Express were broken as stones were thrown at the train connecting Howrah to New Jalpaiguri near Malda.

Heat Wave Not The Only Reason: CMO

The two-member committee comprising Director (Communicable Diseases) Dr A K Singh and Director (Medical Care) K N Tiwari, which on Sunday inspected the wards at the Ballia district hospital, also ruled out severe heat as the main reason behind the rise in the deaths of elderly patients in the district.

Chief Medical Superintendent (CMS) of the district hospital, Dr Divakar Singh, was removed and sent to Azamgarh, allegedly after he made a careless remark about the cause of death. He had on Friday said that over 20 patients at the hospital died due to heat. Dr S K Yadav has been given the charge of CMS, a senior official said.

“As per records of the district hospital, of the 54 deaths, 40 per cent of the patients had fever, while 60 per cent were suffering from other diseases. So far, only two persons have died due to heat stroke in the district,” CMO Kumar told PTI. CMS Yadav said the hospital is under pressure as around 125 to 135 patients are being admitted here daily.

“On June 15, as many as 154 patients were admitted to the district hospital, of which 23 patients died due to various reasons. While 20 patients died on June 16, 11 passed away on the following day. They were all aged above 60 years,” he added. The CMO said that three more patients died at the district hospital on Sunday.

According to health officials, on average about eight deaths are reported daily at the district hospital. Later, speaking to the media after the inspection, Dr A K Singh said, “The number of deaths is alarming but in most cases, the deaths occurred within a few hours after getting admitted to the hospital.”

“In most cases, deaths occurred between two and six hours of admission. Our medical staff couldn’t get enough time to stabilise the patients or to get the necessary medical tests done,” Singh said, adding that it would be too early to comment on the exact cause behind these deaths. He said that most of the patients who died were from the Bansdih and Gadwar blocks of the district.

Patients Complained Of Chest Pain, Irregular Breathing And Fever

The committee has also asked the authorities to test the drinking water in the area. “Most of these patients complained of chest pain, irregular breathing and fever. All aspects of these symptoms will be looked into and corroborated with necessary medical examination of body fluids,” the director (communicable diseases) said.

When asked if the deaths were caused due to the recent heatwave, Singh said, “Had it been true, similar deaths would have also been reported from other districts which have recorded similar or higher day temperatures in the past few days. High temperature can lead to fever.” He admitted that coolers and other arrangements to counter heat in the hospital wards are insufficient.

Meanwhile, UP’s Transport Minister Daya Shankar Singh, who is the MLA from Ballia Nagar, on Sunday said the death rate of elderly people increases during the summer. “Most of the patients who died were in their 60s and 70s. Generally, this happens,” he told reporters here on the sidelines of a programme. When asked that the deaths are not stopping in Ballia, he said, “Natural deaths are also taking place.”

The minister praised the arrangements made by the health department, and termed them as “good”. Two officers have come here, and are monitoring the situation, he said. Nearly 400 patients were admitted to the district hospital from June 15 to June 17, the health officials said.

District Magistrate Ravindra Kumar said that the number of beds at the district hospital has been increased to accommodate more patients. “In order to ensure that patients at the district hospital do not face any difficulties, some air coolers and air-conditioners have been arranged. Apart from this, 15 beds have also been increased,” he said.

The DM also said, “CMS Dr Divakar Singh has been sent to Azamgarh since he gave wrong information about death figures.” Deputy Chief Minister Brajesh Pathak, who also holds the health portfolio, said, “The superintendent’s removal has been done since he had made a careless remark without having information about the heatwave. All the chief medical officers and the chief medical superintendents in the state have been instructed to identify each and every patient, and provide them treatment.”

Samajwadi Party Hits Out At UP Govt

Meanwhile, Samajwadi Party chief Akhilesh Yadav hit out at the state government over the deaths. “Thirty-six deaths in 24 hours in Ballia district hospital due to heat and heat stroke is an unfortunate and shameful incident. In Ballia, 121 patients have died in eight days. The poor are not getting treatment in hospitals,” Yadav said in a statement. “The BJP government is neither able to provide electricity to the public nor it is able to provide treatment to them,” he alleged.

On Saturday, the additional director of the health department of Azamgarh division, O P Tiwari, said a team of the health department from Lucknow would come to Ballia and conduct tests, after which the cause of the deaths would be ascertained. “Maybe there is a disease, which could not be detected. The temperature is also high in the region. During the summers and winters, death rates among diabetic patients and those with breathing difficulties and blood pressure usually increase,” Tiwari had said. Ballia, along with the entire central and eastern UP, is reeling under sultry weather. As per the India Meteorological Department, the maximum temperature in Ballia was recorded at 43.5 degrees Celsius on Sunday, six notches above normal.

CM Yogi Adityanath also asked officials to prepare a proposal to set up open jails in the state as part of prison reforms. High-security barracks will be made for hardened criminals and terrorists, Yogi added. Technology should be used to bring transparency in the working of the prison administration, he said.

“The purpose of the Jail Act 1894 is to keep the criminals in custody in a disciplined manner, but we have to focus on reformation and rehabilitation. In such a situation, keeping the future in view, we need to implement new Act,” the Chief Minister said.

The state cabinet recently approved a new jail manual. Over 4,200 CCTV cameras are installed in the jails, he said. Drone cameras should be integrated with the video wall and monitored. The Chief Minister added that the Model Prison Act 2023 has recently been prepared by the government of India.

“This Model Act is very useful in keeping reformation and rehabilitation of prisoners in view,” he added. “Establishment of an `open jail` can prove to be beneficial. Currently, there is a semi-open jail operational in Lucknow, formal proposal for the establishment of an open jail is underway,” he said.

“We have to set up prisons as `reform homes`. Every necessary step should be taken for this purpose. Arrangements like security assessment of prisoners, grievance redressal, Prison Development Board, change in behaviour towards prisoners and provision of separate accommodation for women prisoners and transgenders should be implemented.”

Yogi has directed jail officials to enforce the provisions of harshest punishment for the use of banned items like mobile phones in prisons.

“The cancellation applies to all challans issued between January 1, 2017, and December 31, 2021, regardless of the vehicle type. This includes cases that are currently pending in various courts,” the official statement said. In this regard, Transport Commissioner Chandra Bhushan Singh has instructed all divisional transport officers to withdraw these challans from the portal once they receive the court’s list of abated cases.

Transport Commissioner Singh said, “This cancellation of old pending challans is in accordance with Uttar Pradesh Ordinance No. 2 of June 2023. This move paves the way for the waiver of crores of challans across Uttar Pradesh.”

“Following the cancellation of old pending challans, the drivers should not panic after this period. They can fill online traffic challans while sitting at home. Detailed information can be obtained by visiting the official website of UP Traffic Police, and for this, only the vehicle number is required,” he added. He also mentioned that drivers can file a complaint if they believe that a wrong challan has been issued to them.

“Moreover, if drivers believe that a wrong challan has been issued, they can also file a complaint directly on the website. A mobile notification is also sent when a vehicle’s challan is deducted, ensuring prompt communication,” he said.

Lucknow: A woman and her daughter were killed while their driver was injured after a billboard fell on their car outside Ekana Stadium here on Monday, police said. The accident occurred in the area under Sushant Golf City police station area in the evening, they said.

The mother-daughter duo was going to a mall with their driver Sartaj (28) when the accident happened, SHO (Sushant Golf City) Atul Kumar Srivastava said.

The billboard in front of gate number two of the stadium fell on their vehicle, killing the two, he said.

Sartaj is injured and has been admitted to hospital. Further legal action is being taken, the SHO said.

I, my parents, Awadhesh’s daughter and the whole family kept patience… Governments came and went and Mukhtar strengthened himself. But we did not give up. Because of our lawyers’ efforts, today the court has found Mukhtar guilty in the murder case of my brother.”

Earlier in April this year, Ghazipur court in UP had sentenced Mukhtar Ansari, who is presently lodged in Banda jail, and his brother Afzal Ansari to imprisonment for 10 years and four years, respectively in a 2007 Gangsters Act case.

In 2007, a case was filed under the Gangsters Act against the Ansari brothers at the Muhammadabad Kotwali police station. The duo was booked under the UP Gangsters Act in connection with the murder of the then MLA from Ghazipur, Krishnanad Rai on November 29, 2005, along with the kidnapping and murder of Varanasi-based trader Nand Kishore Rungta in 1997.

In September 2022, prima facie charges were framed against the two.

Mukhtar had been an MLA for five consecutive terms from the Mau Sadar assembly seat in Uttar Pradesh.

Ansari was presented before the court through video conference where the court convicted him under Sections 145 and 302. The Special Court concluded the hearing after arguments on May 19, reserved its order, and fixed June 5 as the date to deliver it.

What Happened In 1991?

 Awadhesh Rai, the brother of Congress leader Ajay Rai, was shot dead in broad daylight on August 3, 1991, at the gate of his Lahurabir residence in Varanasi. A case in the matter was registered against Mukhtar Ansari and others. According to the case file, Congress leader Ajay Rai and his brother Awadhesh were standing at the gate of their house in Varanasi when some assailants, including Mukhtar Ansari, came there in a car and shot Awadhesh.

Ajay Rai fired from his licensed pistol in retaliation, following which the assailants fled, leaving the car behind. Awadhesh, who was seriously injured, was rushed to a hospital in Kabirchaura, where doctors declared him dead.

After his brother’s sensational murder, Ajay Singh filed an FIR at Chetganj police station of Varanasi and named mafia Mukhtar Ansari. MLAs Abdul Kalam, Bhim Singh, Kamlesh Singh and Rakesh Srivastava alias Rakesh Justice were also named as accused in the case.

It is believed that Mukhtar Ansari while languishing in jail, used his clout to temper with the evidence and get the original case diary to disappear from the court. Later, a case in this regard was filed by the Varanasi police against Mukhtar Ansari. At present, Mukhtar Ansari and Bhim Singh are lodged in jail. Whereas former MLAs Abdul Kalam and Kamlesh Singh have died.

On May 17, a Ghazipur MP/MLA Court acquitted Mukhtar Ansari accused in a case of conspiracy of a murder attempt in Uttar Pradesh’s Mohammadabad area in the district. In 2009, Mir Hasan filed a case of attempt to murder against Ansari under 120B. A case under section 307 of the Indian Penal Code (IPC) was registered against Ansari at Mohammadabad police station in Ghazipur. 

In December last year, Mukhtar Ansari was sentenced to 10 years imprisonment by a court in Ghazipur. The court also imposed a fine of Rs 5 lakh on him. Mukhtar Ansari and Bhim Singh were convicted under the Gangster Act.

The court pronounced its verdict in the 1996 gangster case against MLA Mukhtar Ansari. Ansari, a five-time MLA from Mau Sadar seat, did not contest the 2022 Uttar Pradesh Assembly election and the seat was won by his son Abbas Ansari on a ticket from the Suheldev Bharatiya Samaj Party, which had tied up with the Samajwadi Party.
